Damiel (Bruno Ganz) and Cassiel (Otto Sander) are angels in West Berlin at the end of the Cold War. They are not stereotypical angels, however, but instead, they roam the city observing and listening to the thoughts of typical citizens of Berlin. They are seen only be children, and are incapable of any kind of physical interaction with the real world. Though they have seen millions of mortals throughout their existence, Damiel begins to fall in love with one mortal in particular. Her name is Marion (Solveig Dommartin), who is a lovely but lonely trapeze artist. The two angels meet Peter Falk, an actor who has traveled to Germany to make a movie about Berlin’s Nazi history. It turns out Falk was also an angel once, and he was able to shed his immortal existence and become a human in a world he was tired of simply observing. Damiel begins to dream of becoming human. When he is human, he will be able to touch things, see in color, bleed, and taste food. Most importantly, he will be able to meet Marion.
