Dr. Herbert West (Jeffrey Combs) has spent a frustrating 13 years in prison. He has been anxious to continue his research which brings the dead back to life. But the items he needs, are not readily available to inmates. So, he bides his time, using what he can hoard, steal and confiscate to work with rats. He is thrilled when a new doctor is sent to the prison infirmary. Dr. Howard Phillips (Jason Barry) is intrigued with what West has done and wants to get involved with further research. The two work together and begin to try their formula on other rats. The result is encouraging. When Warden Brando (Simon Andreu) learns of the experiments, he quickly tries to stop them. But he becomes a victim of murder than the recipient of the re-animation formula. The results are not at all what the two doctors expected.
