Vicious children turn on the local ice cream man who drives a little truck, trying to sell them ice cream in the summertime. A man in a clown costume, Buster (William Forsythe) may be a little slow-witted, but he has only good intentions, however a gang of children play sadistic games on him. A boy named Layne (Spencer Achtymichuk) causes the truck to drive in reverse over the helpless man. When an adult Layne (Lee Tergesen) returns to the old stomping grounds years later, he notes that his childhood friends are beginning to die mysteriously. It seems that Buster may have returned for his ultimate chilling revenge.
